Charles A. Archer, Esq. accepted the Board of Directors’ call to serve as Chief Executive Officer of Evelyn Douglin Center for Serving Persons In Need in 2007. Born and raised in Brooklyn, Charles studied Business Administration and Accounting at Lincoln University in Pennsylvania, earning his Bachelor of Science degree in 1996. He resumed his post-graduate studies in Brooklyn, earning a Juris Doctor degree from Brooklyn Law School in 2001. He subsequently earned his Masters of Public Administration degree from Baruch College in 2011.

Upon graduation from Law School, Charles accepted a prosecutor’s position as an Assistant District Attorney in Kings County. Three years later he assumed a lobbying role as the Associate Executive Director for The InterAgency Council on Mental Retardation and Developmental Disability Agencies. In 2006, he joined the faculty of Baruch College, serving as an Adjunct Professor in the School of Public Affairs.

As an attorney, he is admitted to practice in the courts of New York State, the District of Columbia, Southern District of New York, Eastern District of New York, and The United States Supreme Court.

THIn his present role, he leads a staff of more than 500 men and women dedicated to meeting the needs of more than 1000 mentally retarded and developmentally delayed persons and their families. Affiliated with numerous professional associations, Charles has been called upon to lecture on a variety of topics important to organizations providing Community and Residential services to the disadvantaged and relishes the opportunity to make the case for services to those in need.

Charles attributes his leadership style to what he learned from the teachings of Dr. Martin Luther King, Jr. Always stressing that “leadership and followership go hand in hand”, he is mindful that Dr. King used to say that a genuine leader is not a searcher for consensus but a molder of consensus. Mindful that Dr. King also said that “If we are to go forward, we must go back and rediscover those precious values-that all reality hinges on moral foundations and that all reality has spiritual control.” That is why he is so particularly proud of the Values his staff codified into writing and aspires to day after day.
